Deepak T. Bhatia :  " e-Government around the World: Lessons Learned from Best Practices"
Sectoral and e-Government Applications Practice Lead, GICT Department, The World Bank, USA
 

Mr. Deepak Bhatia has more than 25 years of knowledge and experience managing information technology services. He has worked with several governments  including India, Ethiopia, Mexico, Kenya, Kazakhstan, Bangladesh, Philippines, Vietnam, Sri Lanka and sister organizations including League of Arab States, Islamic Development Bank, DFID, UNECA, Asian Development Bank, African Development Bank, and Banc of Mexico.  One of his key present engagements is as the co-Task team leader for e-Bharat, the World Bank project in support of the Government of India’s ambitious National e-Governance Plan (5.5 Billion $). Mr. Bhatia has held various senior positions in the World Bank, including until most recently as the Manager of the E-government Practice  unit in ISG which managed the Informatics components of Bank loans in several countries. Having joined the World Bank in 1984, Deepak brings 25 years of knowledge and experience in providing support to Bank's operations involving IT components. Deepak's knowledge of the intricacy of IT and understanding of the complexity of strategy development for process and IT integration is guiding staff in providing tactical, operational, and facilitation services to Bank's operational teams in identification, assessment, and re-engineering of IT components in operational projects. His experience prior  to this includes: manager for the Informatics advisory service, manager for the Operations and Resource Management systems for systems renewal; manager for the Information and Document Management team in ISG; and project manager for the sector-theme reclassification project.

Professor Zahir Irani is the Head of the Business School at Brunel University (UK). Professor Irani  is a multi-disciplinary researcher in the area of information systems 
evaluation and eGovernment. He has been recognized as the Hooker Distinguished Professor at McMaster University (Canada) as well as being a Visiting Professor 
at several Universities, worldwide. He is the Editor of the established Journal of Enterprise Information Management as well as Editor of Transforming Government: 
People, Process and Policy. He has co-authored teaching text-books and written almost 200 internationally refereed papers. He regularly publishes his scholarly work in 
leading journals, which include: Communications of the ACM, IEEE Transactions on Engineering Management, Information & Management, Information

Jeremy Millard has 35 years experience working with new technology and society, and has worked with governments,  
regional development agencies,and the private and civil sectors in all parts of the world. He is by background a geographer 
and social scientist and now works as a consultant, but started his career with large IT companies in the UK and in the public sector. 
Recent assignments include leading  a pan-European study on eParticipation and developing a 2020 eGovernment vision for the European Commission, 
the eGovernment Awards 2007, and expert support for the OECD, the UN and the Council of Europe. 
 

 

Frank Bannister  : "O(ver)-Government: e-Government and the Limits of the Desirable"

Frank Bannister is head of the Information Systems Laboratory in the School  of Computer Science and Statistics at Trinity College, Dublin.  He is a 
founding member of the European Conference on e-Government and a  co-director of the permanent study group on e-government in the European 
Group of Public Administration.  He has published extensively in the fields  of e-government and ICT evaluation (including co-editing a book on Risk and 
Trust in public sector ICT) and is the editor of the Electronic Journal of  e-Government.  Frank is a Fellow of Trinity College, a Fellow of the Irish

He has published over 180 articles in refereed journals since 1988, Dr. Lin serves as Editor-in-Chief of

Roland Traunmueller: "e-Governance - a Vision and a Construction-site"

Prof. Dr. Roland Traunmueller is Professor emeritus in the Institute of Informatics in Business and  Administration at Linz University, Austria. In Austria Prof. Traunmueller heads the Forum e-Government, in Germany he is member of the steering body e-Government within the GermanComputer Society (GI, Bonn). In addition he is involved in various consulting activities and boards on the national and international level (Ministries, EU, UNO, UNESCO).

He founded the EGOV conference series. In recognition of founding the e-Government R&D Community he got 2006 the “Prometheus” – an Award dedicated  by the North-American Society on Digital Government and by the European Society for e-Government.

 

 

 

Jamal Shahin  : "Future Trends in e-Governance: Linking Policy, Practice and Research"

Jamal Shahin is a researcher in the field of e-governance. He is  lecturer, University of Amsterdam; Scientific collaborator and advisor 
to the Executive Master programme in e-governance at the EPFL; Senior  Visiting Consultant at the Danish Technology Institute, and Senior 
Associate Fellow at the Institute for European Studies (Vrije  Universiteit Brussel). His research and teaching examines changing 
patterns of governance in the digital age, with a focus on the  evolution of institutions and democracy. He has carried out 
consultancy work on an international level for various organisations,   including the OECD, the European Commission and the Committee of the  Regions.

 

 

Brian D. Loader : "The Social and Political Construction of e-Government"

Brian D. Loader is Co-Director of the Social Informatics Research Unit, Department of Sociology, University York, UK. He has written extensively on new media and socio-political and cultural change. Editor of Information, Communication and Society (Routledge) his most recent books include  Cyberprotest and Young Citizens in the Digital Age. He became founding Editor of the international journal of Information, Communication and Society, organised numerous conferences, led several research programmes, undertook keynote presentations and published books, articles and chapters on community informatics and e-democracy.

 

 

Matt Poelmans : "Citizenlink, the Missing Link in e-Government"

Matt Poelmans studied business administration at Nyenrode and political science at Amsterdam University. He started his career at the Social and Economic Council where he held research and managerial positions. Later he was employed by the ministry of Internal Affairs and the ICTU Foundation as a manager of several e-Government programmes: Public Counter 2000, e-Government Knowledge Centre, e-Citizen Programme. At present is Director of Citizenlink and Vice Chairman of the Web Accessibility Foundation. Alexander Prosser : "E-Voting: Lessons Learnt"

Prof. Alexander Prosser works at the Dept. of Information Systems and Operations at the University of Economics and Business Administration.
Among other positions, he worked at HEC, Paris and the University of Technology Sydney. His research fields are eGovernment and eVoting, his
research group conducted all three Internet election pilots in Austria. Alexander initiated the EDEM conference series on electronic democracy
and is responsible for the eDemocracy section within the Int. Conference on Legal Information Systems. He chairs the eDemocracy working group at
the Austrian Computer Society and is involved in national and international (EU, Council of Europe) consulting projects.

Mark is a University Lecturer in Information Systems within the Business School at Edge Hill University and his research has concentrated on the diffusion of e-voting in the UK.  Mark has been a regular contributor to the Electronic Journal of E-Government and presented for the last three years at the European Conference of E Government. 

 

His research has been published in various journals including the UK Government Computing News Magazine.  He is an associate editor for the Journal of Information Technology and Citizenship and reviews for a number of other journals.

 

 

 

Mats Ostling : "e-Government in Local Authorities and Region: The Case of Sweden"

Mats Ostling has been working as an ICT-strategist since 2000 on a national level, for The Swedish Association of Local Authorities and the Federation of Swedish County Councils.  He possesses long-term experience from organisational and development issues on all sorts of ICT-related matters on the level of local authorities. He has participated in different projects aimed at implementing ICT in local governments. He is the Initiator of the Swedish project concentrating on the re-use of public financed software and conversion of software developed within the public sector into open software.

He is currently the Associate Director of the E-Governance Institute, Rutgers University-Newark and is responsible for managing the daily activities of the Institute. Aroon Manoharan’s research focuses on e-governance, performance measurement and reporting, organization management and comparative public administration. Also as Senior Research Associate of the National Center for Public Performance, he works with the Public Performance Measurement and Reporting Network in promoting the use of valid, reliable data as a key element in improving the delivery of public services.

Ari-Veikko Anttiroiko is an Adjunct Professor at the Department of Regional Studies, University of Tampere, Finland. He holds a PhD (Administrative Sciences) and MPhil and Licentiate degrees (Philosophy). Anttiroiko has worked as an expert in several national and international governance and e-government projects. He is a member of editorial boards of several international journals (EG, IJEGR, IJIRD etc.). He is the editor of the special issue of IJTM on global competition of high-tech centres (IJTM Vol. 28 Nos. 3/4/5/6, 2004) and a co-editor of “e-City” (TUP 2005), “e-Transformation in Governance” (IGP 2004) and “Encyclopedia of Digital Government” (IGR 2007).

Dr.M.P.Gupta is Professor & Chair-Information Systems & Coordinator-Center for Excellence in E-gov at the Department of Management Studies, Indian Institute of Technology (IIT Delhi). His research interests lie in the areas of IS/ IT planning and E-government. Prof.. Gupta has authored the acclaimed book “Government Online” and edited two others entitled “Towards E-Government” and “Promise of E-Government”, published by McGraw Hill, 2005. His research papers have appeared in National and International Journals/Conference Proceedings. He supervised e-government portal “Gram Prabhat” which won the IBM Great Mind Challenge Award for the year 2003.
